Unusual this, in the world of audio. Powered up but inputs not selectable. Found there were no volts to the regulators behind the front panel. Someone had wired a transistor to do this, but not very well. Ended up with some resistors and a Zener to perform this function, occasionally it would lock up or there would be a 7 in the small digit which, as the inputs only go up to 6 may or may not be an error code (no info found for this). Further down the time line found a fault on the protection board which hopefully cured the power on sequence.
